Senate Appropriations Committee approves $1.157 billion for CNCS to implement Serve America Act

The Senate Appropriations Committee approved its FY10 Labor-HHS-Education appropriations bill including $1.157 billion in funding for CNCS. This level is $267 million above fiscal year 2009 enacted levels, $98 million more than the House approved last week, and $8 million more than the President’s FY10 request.

Once the Senate finishes with their version of the bill, the House and Senate will have to rectify the differences in a conference committee before sending it to the President. While both chambers have the same overall spending totals ($163.1 billion), the Senate’s bill has $98 million more than the House for CNCS.

Yesterday the Corporation for National and Community Service released Volunteering in America 2009, the most comprehensive data on volunteering ever assembled. This research provides a wealth of information to national, state and local leaders to better understand volunteering trends and demographics and to develop strategies for engaging more citizens in service.

In partnership with HandsOn Network, the Corporation is providing specific resources to support the findings of this report. The resources on http://nationalserviceresources.org/via have been developed to increase the capacity of your organization, company, program, or community to effectively engage volunteers of all ages. These tools build on previous Volunteering in America reports and include new and updated resources. Additionally, we are holding “Ask the Expert” webinars facilitated by leading volunteer practitioners and researchers.

Ask the Expert Webinar Series Starts Today!

Webinar 2: Finding More Value in Volunteers During the Recession: Aug, 3 at 3:00 pm ET
New data on www.VolunteeringInAmerica.gov shows that while everything else may be in recession, volunteering has held steady. Shannon Maynard of the Grameen Foundation’s Bankers Without Borders will join him to share strategies for increasing the value organizations get from each volunteer.

Webinar 3: Reaching the Young Non-College Adult --- August 11, 2009 at 3:00 pm ET.
New data shows that many young adults are answering the call to service, but those who have no college experience are much less likely to volunteer. He will be joined by Julie Chavez Rodriguez of the Cesar Chavez Foundation who will lend some practical advice from her experience in the field.

Thank you to everyone who contacted Senator Harkin. Please take a few minutes to call, e-mail or write Senator Harkin thanking him for his support of national service. Senator Harkin can be contacted at: 731 Hart Senate Office Building,District of Columbia 20510-1502 Phone: (202) 224-3254.

The Committee released the following statement: “The Committee recommendation puts AmeriCorps on the path to 250,000 members, the goal approved by Congress earlier this year in the SERVE America Act. The Committee recommendation includes funding for several new programs including $50 million for the Social Innovation Fund, $8 million for the Volunteer Generation Fund, and $2 million for the Non-Profit Capacity Building program.”

Below is Chairman Harkin’s opening statement:
“This legislation is about looking to the future – a future where all kids have a chance for a good education and a chance to attend a safe and modern school, where all Americans have a chance for a chance to develop the skills to get a good job and where the most vulnerable Americans have access to the help they need whether it is energy assistance or substance abuse treatment. This bill includes $700 million to repair and build new schools – this will create jobs and help kids learn. "I am proud that we were able to not only meet but exceed the President’s request for national service and that we increased funds for addressing the nursing shortage and enforcing worker protection and workplace safety. This bill also recognizes that we must spend public money wisely – the bill includes investments to detect waste and fraud in the unemployment benefits program, the Medicare and Medicaid programs, and in Social Security. The bill also includes funds to expand those programs that have proven to be effective – we need to find out what programs work and which do not and replicate those that do." -Senator Tom Harkin (D-IA)Chairman, Labor-HHS Appropriations Subcommittee

Be on the look out for more information and updates. The Full Appropriations Committee is expected to take up the bill on Thursday.
